Job Description

This position is directly responsible for the development of and adherence to registration, records and enrollment processes. This position shall be responsible for effective operation of the Registration & Records Office, as well as providing supervision and leadership for all activities pertaining to the student records, registration, graduation, grades, and transcripts.

List of Essential Activities

1. Provides leadership and direction to the entire operations of the Registration & Records Office including but not limited to the following student service functions: academic record management and retention, degree audit, student information system management, registration and drop/add processes, athletic eligibility, verification of and tracking of placement test/AP/CLEP equivalencies, nursing admissions, transcript management, graduation processing; continually assesses polices, processes and service delivery and engages in change management when necessary to ensure continuous quality improvement.
2. Consciously creates a workplace culture that is consistent with Ocean County College’s mission, vision, guiding principles, and values; manages by example, and focuses on establishing and maintaining a team that is well trained, mentored, developed and empowered to succeed and is willing to be held accountable for individual performance as well as progress with personal development and established goals.
3. Actively contributes to the team effort to ensure efficient and effective processes guiding students from application to graduation; integrates and streamlines office management information system and student facing procedures in partnership with other units to make the student experience as seamless and easy to navigate.
4. Establishes and maintains effective processes and communication both within the Registration & Records Office and the Division of Student Affairs as well as other units within the College as necessary for a comprehensive and effective enterprise; consults with appropriate academic departments and administrative departments regarding Registration and Records policies and procedures and student academic standing.
5. Oversees the registration process for non-credit bearing programs and implement procedures to support enrollment growth for both in person and on-line non-credit programs.
6. Serves as FERPA Compliance Officer; provides leadership and guidance to the College community to ensure compliance with regulations pertaining to student academic records and identity management; maintains record of, and supervises adherence to college approved articulation agreements.
7. In conjunction with Academic Affairs, the Information Technology Department, and the Academic Standards Committee, supervises the process of assigning and enforcing academic sanctions, including response to student letters of appeal.
8. Works in partnership with Academic Affairs and Financial Aid to enact new programs and courses, as they are approved.
9. Organizes and leads efforts to hold graduation ceremonies throughout the year.
10. Perform other duties as assigned.

Required Qualifications

1. Bachelor’s Degree
2. Five years’ of progressively more responsible student registration and records administrative experience in higher education requiring exceptional customer service, interpersonal, written and oral skills and a demonstrated acumen and expertise in student database system management and strategic use of the system and features to optimize efficiency and effectiveness of the department in service to students.
3. Minimum of four years supervisory experience and a proven track record as an empowering supervisor and team builder in a collective bargaining environment.
4. Knowledge and effective interpretation and application of laws, regulations and policies related to student records, information systems and registration.
5. Four or more years of recent experience with Microsoft Office Suite and a student database platform requiring advanced computer, technical and analytical skills that required the ability to review processes and analyze and use data to recommend policy and process improvements.

Preferred Qualifications

1. Master’s Degree
2. Advanced knowledge of Ellucian’s Colleague and related systems for registration and advising.
3. Knowledge and experience working with imaging/workflow paperless systems to streamline office processes.
